No, there are no such services. Any service which allows an unlimited number of downloads for a flat monthly fee is a subscription service, and the songs are only playable for as long as the subscription is active (some services allow a short grace period before deactivating your songs). However, if the service requires you to pay per song (or a fixed fee for a fixed number of downloads, generally around US$1 per download), then the songs are yours to keep forever (or, in the case of DRM'd songs, until the DRM authenticating server is permanently taken offline - one of the reasons why DRM is evil and strips consumers of their rights).
