Hmm, maybe I could fix it by manually editing the config file?

Ha, I edited the config file manually and set it to a known working theme I had downloaded and it loaded up fine. Now for the super newb idiot question. Why is the Music file not showing up in Rockbox?

Nevermind, I unchecked "hidden" on the folder attributes in Windows, and it all worked great. For anyone who is running Windows 7 x64 RC1, I had no software level problems running the new USB installer, turns out I just had an old theme that screwed the text up. Remember to run the .exe as administrator and you should be good to go.

F1Fan07,
Glad you figured the issue out! Just so you know, if you ever have trouble with Win 7, Microsoft does have an official Windows 7 RC Support Forum located here http://tinyurl.com/9fhdl5 . It is supported by product specialists as well as engineers and support teams. It is a very valuable resource to consider bookmarking.

Just found out about the current updates to RockBox.
Immediately updated my v1 e250 from a late 3.0 build to current 3.5.1.
It's great to finally be unlikely to need the OF again.
