I think it is a processor shortage, it has been damn difficult to get ARM processors of any flavor for other things. I assume they are dedicating manufacture to the processors used in phones since they are a much higher demand item than any other device. I assume you stand in line for 10,000 processors and it certainly doesn't take long to sell those products on a world wide scale.

Or as mentioned it could be price fixing, choke supply so that demand stays high so you can keep the price high.
