No, it does not. You can buy an FM transmitter designed to plug into the headphone jack, though. Belkin makes such a device.
To be quite honest, though, an FM transmitter should be an absolute last resort, because sound quality through such a device is considered to be poor at best.

The Zen V Plus does NOT have a built-in FM transmitter. The Zen V Plus has an FM Radio, but again, not a transmitter. I believe you may be confusing the two.

I use a Belkin FM transmitter with my Zen V + with no issue's. You need to ensure the volume on the player is high to get a good signal. I may even move to a non European firmware version so I can get it louder.

Yeah, you should be able to use an FM Transmitter with the Zen V, but be careful with volume level of the transmitter. A volume level too high can distort the volume due to over-modulation.
